L 'Union is the set of all those democratic European countries working together to improve the lives of their citizens and to build a better world.

The Lisbon Treaty, which entered into force on 1 December 2009, states that it is based on the values \u200b\u200bof respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including rights of persons belonging to minorities.

The Union recognizes the rights and freedoms to all Member States by reference to the principles enshrined in the Charter of Fundamental Rights of 7 December 2000 and adopted in Strasbourg on 12 December 2007 and to which the Treaty of Lisbon now gives the same legal Treaties.
Based on the Lisbon Treaty, the EU decided to establish a common citizenship, includes provisions regarding those who are its democratic principles:


* It meets in all its activities, the equality of citizens, who shall receive equal attention from the institutions and bodies;

* Citizenship be additional to national citizenship and not replace it.

• the right to free movement and right of residence in the territory of the Member States;

• the right to vote and stand in European Parliament elections and local elections in the Member State of residence under the same conditions as nationals of that State;

• the right to benefit from the territory of a third country (non EU member then) the diplomatic or consular protection of any 27 Member States where the rule of origin is not represented in the country;

• the right to petition the European Parliament and the right to complain to the Ombudsman and the right to write to the institutions and bodies of the European Union in any of the official languages \u200b\u200bof the Member States;

• the right of access to documents European Parliament, Council and Commission.


The functioning of the European Union is founded on representative democracy through the right to vote and stand for the individual citizen of the Union to the European Parliament elections

* Every citizen has the right to participate in democratic life. Decisions are taken in the most open and close as possible to the citizens.

* Citizens are directly represented at Union level in the European Parliament.

* Member States are represented in the European Council by their Heads of State or Government and the Council by their governments, themselves democratically accountable either to their national parliaments or to their citizens.

Based on these new principles is introduced then the binding force of the Charter and the important recognition of the popular initiative, which becomes the basic step for the materialisation of the concept of values universal democratic to be transmitted to future generations.

Article 11, paragraph 4 of the Treaty, states, in fact:


the Citizens Union, numbering less than one million who are nationals of a significant number Member States may take the initiative to invite the European Commission within its powers, to submit any appropriate proposal on matters where citizens consider that a legal act of the Union for the implementation of the Treaties ".
